Random: Walking The Turtle

Something I saw today, while stopped at a red light.
A man walking his turtle.
It was a big one too, easily 20 inches, with taller pyramid-like thingies on top of its shell.
I'm not sure what kind of turtle that is.
I want to say a box turtle but I don't know why.

What are the leash laws on turtles? :)

It's not a box turtle. Those are small, about the size of a grapefruit. This is some kind of african turtle.
